For many years, consumer groups in Maharashtra and MERC had been insisting that MSEDCL should undertake DSM programs. In response, MSEDCL launched a CFL pilot project around November 2005 that lasted until about June 2006. Subsequently, Prayas undertook a review of the project. This report gives the results of the review. Prayas’s review consisted of four parts: (1) impact evaluation to estimate the energy savings and reduction in peak demand; (2) analysis of issues related to the quality of CFLs such as failure rates, power factor, harmonics, and their impact on the power system; (3) review of the tracking and monitoring system for the project; and (4) process evaluation to see if the program design, procedures, and systems could be improved to increase the impact of the program.
