A Study of Techno-Economic Aspects of the PPA of the Bujagali Hydroelectric Project in Uganda by Prayas for International Rivers Network.This paper analyzes the PPA between AES and the Ugandan public power utility for a 200 MW hydroelectric dam project. The analysis reveals that the project cost is very high and many provisions in the PPA are highly detrimental for the buyer (Uganda). Better negotiations could have saved $ 280 Million for Uganda. Multilateral agencies like The World Bank, IFC, and African Developmental Bank; are not just supporting this bad project (and the PPA) since the early stage but they have also misinterpreted several PPA provisions. This raises serious question about the role of these agencies.
